When can the placing parents sign the adoption consent or relinquishment?

Placing parents are allowed to sign adoption consents no sooner than 72 hours after the child’s birth. 

Can placing parents who have consented to an adoption change their mind and revoke their consent?

Yes, but revocation of consent is not automatic. A placing parent may revoke their consent at any time prior to the issuance of an order terminating parental rights, but only if this is mutually agreed upon with the adoption agency or prospective adoptive parents.
